I am able to reproduce this problem with just the following emacs packages and NO elpa-* package installed
emacs emacs-bin-common emacs-common emacs-common-non-dfsg emacs-el emacs-gtk emacsen-common I did this by first "apt remove --purge" all elpa-* packages and also emacs-goodies-el. The I also did "apt autoremove". Hope this helps.
