Probably you are hitting this bug https://bugs.launchpad.net/ubuntu/+source/cups/+bug/1971242
The bug is fixed upstream in CUPS 2.4.3 and later and I have created 2 Stable Release Updates (SRUs) for Ubuntu Jammy (CUPS 2.4.1) and Lunar (CUPS 2.4.2). So you could try these fixes and they could perhaps also get applied to Debian.
