Hello, I shall close this bug report. So far, cron is happy with
/etc/timezone, and using /etc/localtime instead would initialize
TZ to a wrong value. For example, on my machine:

~$ cat /etc/timezone
Europe/Paris
~$ cat /etc/localtime | strings
TZif2
WEST
CEST
WEMT
TZif2
WEST
CEST
WEMT
CET-1CEST,M3.5.0,M10.5.0/3
----------------------8<---------------------------
