The keyboard_shortcuts plugin is broken upstream, see bug report 
https://github.com/corbosman/keyboard_shortcuts/issues/23

   * What exactly did you do (or not do) that was effective (or
     ineffective)?

There is a patch that fixes it, see 
https://github.com/corbosman/keyboard_shortcuts/pull/24

   * What was the outcome of this action?

The maintainer has not responded to the pull request even though it has been 
open for several months. Suggest possibly basing the Debian package on the 
patched fork at https://github.com/kitserve/keyboard_shortcuts/tree/master 
instead.

   * What outcome did you expect instead?
