Hi Steve, The behavior you refer arised from the bug where user with no internet access could not use Kodi in his preferred language. Maybe the proper way to deal with such contradicting situations is to split the langpacks into separate packages but tracking new languages needs to be automated.
Another way is to allow marking the addons as "uninstalled" in the user profile. They will not clutter your addon space and will not update themselves in your $HOME/.kodi profile but will reside in /usr/share/kodi/addons.
