Dear Maintainer,

borgbackup is missing a Recommends for fuse3 now. When I install
borgbackup on a fresh system, I get "fuse: device not found, try 'modprobe 
fuse' first"

Severity set to important because it breaks the functionality of the
package on some systems but not all systems, depending on whether fuse3
is already installed or not.

Please add the fuse3 recommends.
