Hi,

Same bug during Debian upgrade from 11 to 12 today.

Could be linked to google protobuf 3.24.0.
Another user on IRC does not have this issue and google-protobuf version in 
/var/lib/gitlab/.gem/gems/ is 3.23.4 while I have 3.24.0
