Thank you for the tip about "xthread_fix.patch". After downloading fvwm 2 source code and applying this patch to it manually and installing to /usr/local, with removing fvwm deb package, FVWM icons are displayed correctly after fullscreen/restart and I don't experience crashing too, it seems. But after installing fvwm deb package, and restarting FVWM via fvwm binary from this package -- icons disappearing again, so it's some kind of issue with fvwm debian package for sure. Manual workaround found, anyway.
