Can the conflict with ike-server be removed?

I see that this was requested with bug #246847, and looks to have been
implemented, but at some point the conflict returned.

I'm currently trying to evaluate and test different IKE servers, and
this conflict greatly increases the difficulty.  Notice that none of the
other IKE servers I could find in Debian (Racoon, isakmpd) conflict with
ike-server, although they do provide it.
