Same thing happened with the following upgrades: Unpacking gcc-12 (12.3.0-10) over (12.3.0-9) ... Unpacking libgcc-12-dev:amd64 (12.3.0-10) over (12.3.0-9) ... Unpacking cpp-12 (12.3.0-10) over (12.3.0-9) ... Unpacking gcc-12-base:amd64 (12.3.0-10) over (12.3.0-9) ... apt-listchanges displayed what I think is the entire gcc changelog, including the entries for 12.3.0-9 which were already installed. It's not happening with every package, though.
