That's due to the mirror's current score on the status system (your later link) being 28. The public list is generated based on those mirrors with a score of at least 50. There isn't enough history on the web side at least to see why the score had dropped lower, but it is currently increasing, so it should make its way back on to the public list "soon". Regards, Adam
