Sorry that no one responded to this bug until now. Is this behavior still happening on a bookworm or sid system? I've just spent some time testing various containers, including a CentOS 7 one, and they are properly shutting down, both internally (`shutdown` and `halt`) as well as via `lxc-stop`.
