php-dompdf don't provide font metrics *.ufm files for fonts it uses. Upstream distribution files have them, but they aren't packaged by debian package. These files are necessary for php-font-lib package to recognize them and to be able to embed them in output PDF file as described here: https://github.com/dompdf/dompdf/wiki/About-Fonts-and-Character-Encoding Without embedded fonts non Windows ANSI characters are garbled and PDF file is useless. -- FIX -- After copying by hand mentioned files to /usr/share/php/dompdf/lib/fonts/ from distribution file everything works as expected.
