This revealed it didn't actually generate a sysroot.mount unit at all! Though running mount -t nfs4 tarta:/mnt/filling/machine/1200-S121 /sysroot corresponding to the ip=dhcp root=nfs4:tarta:/mnt/filling/machine/1200-S121 cmdline did work. As usual with dracut, breaking out of the shell after mounting /sysroot proceeded normally. Whether it's the ifcfg thing or not (probably not), the nfs netboot generator doesn't work anymore.
