Where are you getting /var/lib/ntp/drift from?The ntpsec package in Debian has (from when both ntp and ntpsec existed in Debian) everything namespaced under "ntpsec". It uses /var/lib/ntpsec/ntp.drift in the default config file.
Maybe you have something different set. What does "grep driftfile /etc/ntpsec/ntp.conf" say?
