Bug#1059411: nano: install files into /usr/bin

Hi Jordi,

please find the same patch here on salsa:
  https://salsa.debian.org/debian/nano/-/merge_requests/2

Note that nano is part of the bootstrap set, so it has to be
converted sooner than later (before base-files can be changed).
