I'm sorry for the very long delay in replying to this!

I don't quite see the link with forwarding, unless you're connecting
over SSH.  I just tested the debconf UI in a bookworm VM running
Wayland, and things seemed to work fine (it used Xwayland until I
realized I had to pass the XDG_RUNTIME_DIR environment variable through
sudo, but that was the only hitch).

Is it possible that this has been fixed by something other than debconf
in the intervening years?
