We want to remove the libtool-bin package from the Debian archive, because it is fundamentally incompatible with cross compilation. Its use usually indicates that a buildsystem uses libtool in an unintended way. In case of fwupd, a build with this dependency demoted to just "libtool" just works and hence all we need to do here is reduce the dependency as it already does not use the -bin part.
