Yes, /sbin/brltty is a symlink to /bin/brltty > But in Debian we're not there yet. You are correct, but it is a direction that is being explored right now, and debootstrap allows testing such a filesystem layout to find out what would break. However, merging bin and sbin is not part of the current usrmerge, it is something that could be called usrmerge2.0 or sbinmerge or something else. The reason why the file loss in usrmerge happens is exactly because the filesystem layout was merged *before* packages moved their files to the new canonical locations. It is therefore preferable to get rid of file conflicts as a result of the same file being in /usr/bin and /usr/sbin before bin and sbin are merged, and that is why this bug was filed.
