pdns-recursor dropped support for sysVinit scripts at some moment. Maintainer wontfixed the request to reinstate it. https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=998514 would it be possible to o-s-c takes it over, so people not running systemd can actually use the package?
