Would it be possible to move /usr/lib/*/gnome-software/plugins-20/libgs_plugin_packagekit.so and related files to a separate package and make it a Recommends rather than a dependency? This would allow to use gnome-software without package kit for e.g. managing flatpaks only. This is useful on device with restricted resources like phones where the packagekit backend takes lots of RAM and slows down initial app startup although it's often not used since people use `apt` for the OS side packages.
