I noticed that pelican isn't currently in testing, and it seems to just
be blocked on python3-watchfiles.  That's currently blocked because of
out-of-date binaries on armel/armhf:

Those are blocked on various cycles arising from the 64-bit time_t
rebootstrap.  However, since this package has never been in testing, I
think it should be fine to remove just the armel/armhf binaries here and
let the others proceed.
