I noticed that pelican isn't currently in testing, and it seems to just be blocked on python3-watchfiles. That's currently blocked because of out-of-date binaries on armel/armhf: python-watchfiles | 0.21.0-2 | unstable | source python-watchfiles | 0.21.0-2 | unstable-debug | source python-watchfiles | 0.21.0-3 | unstable | source python-watchfiles | 0.21.0-3 | unstable-debug | source python3-watchfiles | 0.21.0-2 | unstable | armel, armhf python3-watchfiles | 0.21.0-3 | unstable | amd64, arm64, i386, ppc64el, riscv64, s390x python3-watchfiles-dbgsym | 0.21.0-2 | unstable-debug | armel, armhf python3-watchfiles-dbgsym | 0.21.0-3 | unstable-debug | amd64, arm64, i386, ppc64el, riscv64, s390x Those are blocked on various cycles arising from the 64-bit time_t rebootstrap. However, since this package has never been in testing, I think it should be fine to remove just the armel/armhf binaries here and let the others proceed.
