For many years, armel hasn't been able to build the documentation for racket, and it has been disabled there. After some informal consultation with the release team I'm downgrading this bug to non-RC. I'll work on having more clear diagnostics for the build failure. I don't know how common this scenario is, but it might make sense to restrict such rebuilds to arch:any on armel (and armhf), depending on your goals of course.
