Changing the umask for root might be controversial, and I prefer not to, as I'm not convinced that a different umask is necessarily better in all aspects. The message that the comment was trying to convey was that you only need to cnange PS1 or umask if you don't like the defaults (regardless of where those defaults come from). So, I'll update the default message so that it tells the truth again (i.e. the default umask is set in login.defs). Thanks.
