Do you have an opinion on that, yet? Thanks for uploading my previous debdiff to experimental. However, I agree that it might be too invasive for other sqlite3 consumers in Debian.

Maybe it could be an approach to upload an ICU-enabled version of
sqlite3 to experimental and ask people to test their
services/applications with the new-featured sqlite3. I can help with
communications if needed. Please let me know.

With that second debdiff, approaching other sqlite3 consumers will not be necessary anymore. At least for now, until we feel the amalgamation ICU extension build is the preferred build option. For our purpose (Lomiri Operating Environment's address book stack based on qtcontacts-sqlite), the modular build is sufficient.
