You uploaded a binary package, which for some years now is not acceptable for migration [2]. All binaries need to be build on the buildds. We can binNMU binaries, but that doesn't work for arch:all.

How do I fix?

Multiple options
1) Upload a new version, but only upload source, without binary packages
2) Wait, because I did the above to DELAYED [3]
3) if you have the privileges, you could reschedule my upload to DELAYED
   (but I doubt you have them).

This package uses vim script. That is why I choose 'arch:all'.

That's perfectly fine.
