Why is the start failing?  Can you try manually running the script
in /etc/init.d with argument 'start' and see if you get any more
information?

You could also do a 'dpkg --purge' of the ntp server package which would
likely allow the rest of your system updating to finish, and then deal
with the ntp server package later.
