That's indeed confusing. The other day I had to ask the mailing list just to find out the shortcut I was looking for was somewhere else...
It would really be better to put all key bindings managed by Xfce in one place....
Yes I know other apps can grab keys, but thats not the point. The point is that two places in Xfce config to put keybidings is really confusing, because ppl usually don't know/notice (or don't remeber) that xfwm is running and is another app

Yes, I hit this exact same bug.  You can see upstream's reaction at
http://bugzilla.xfce.org/show_bug.cgi?id=1705 but I still believe this
is a bug and sadly my prediction that Debian users would hit this has
come true :(
