That is an accurate description of the situation. However, I rank the blank page as a higher severity issue than you do; therefore I added the Depends. I'm happy to apply patches to fix the blank page bug and consequently lower the dependency back to Recommends, but unfortunately I don't have time in the next several weeks to work on creating this patch myself.
