D'oh. pam-auth-update had refused to update the configs due to"Local modifications to /etc/pam.d/common-*, not updating" (which is probably true even though I have no recollection of editing them).
Running 'pam-auth-update --force' fixed the 'last' command, so this turned out to be a user error. Apologies for wasting your time.
