Bumping the report :) I see a use case for such a list: using it as a CC address for the org team to be in the loop for every communication with local companies/organizations (often in French). A member could request a quote from a company, and all list members would be aware of the quote request and answers, and be able to discuss them with one another. That would require the list to be closed, with private archives, as quotes are often not to be publicly shared.
