Bug#1076925: snakemake: FTBFS failing tests

The initial error appears to be "SQLite objects created in a thread can 
only be used in that same thread." with a traceback pointing to 
pytools/persistent_dict.py, and the timing matches pytools 2024.1.1 -> 
2024.1.6.

I intend to look into this more later.
