I heavily use the Linux virtual terminals, usually I'm logged in in
about 8-10 of them.

Calling who yields:

The man page claims:
DESCRIPTION
       Print information about users who are currently logged in.

So either who is wrong or the man page. 

I'm pretty sure who worked also in this case in bookworm (however, I 
cannot test).

Now, after additionally logging in in X, I get:

However, these entries are the list of all X terminals, which are 
no individual logins (these xterms do not run the bash login scripts,
contrary to the one in each Linux virtual terminal).
