Perhaps when systemd is installed on the system it's installed with
--no-install-recommends? Not sure.

Making systemd-cryptsetup a Recommends makes perfect sense. I tested with
that too and it works. You should see an MR in Salsa that adds it as a
Recommends rather than a Depends like I thought at first.
