Hi,

a variant of #1084897 also exists in bookworm: the build-deps for
rust-cbindgen-web are uninstallable because it pulls in cargo-web and
cargo (via dh-cargo), which then conflict.

This could be solved by providing cargo from cargo-web.

Minor because I can work around it locally, and it really only affects
people rebuilding bookworm.
