Bug#1085015: rustls 0.23 in Debian testing

What is the process by which rustls 0.23 could get into Debian
testing? Is there a plan to upgrade Rust packages in testing before
the uplift to stable in 2025? Can I find a documented list of blockers
to promote newer rustls into Debian testing?
