intltool has not had commits to its official source since 2017. Its official repo is bazaar which from my experience is basically only used for legacy stuff. https://code.launchpad.net/intltool Until someone officially forks intltool or moves it to an other repository and maintainer, we will need to share patches with other distros packaging intltool. intltool is still used to build hundreds of packages in Debian.
