I'm not sure if I fully understand this bug. Debian contains package python3-siphashc, but it only provides module siphashc, not requested siphash24. Installing this package does not get rid of hash-related warning.
As far as I know siphash24 is not packaged, so solving this issue would require packaging it first and then adding appropriate dependency to pytools.
