I suspect what this is about is that the web display now shows previously "unclassified" bugs as "pending". This means "pending further investigation" rather than "pending upload". Since the latter meaning is well-established for the Debian BTS, the former is really confusing. I was never a great fan of "unclassified", but this seems worse.
