Dear Maintainer,

I'm booting Debian Root on iSCSI via iBFT / iscsi_auto, which was setup by iPXE 
sanboot. 

Currently it drops into initramfs prompt. The /run/initramfs/initramfs.debug 
logs show

> iscsistart: version 2.1.11
> iscsistart: Could not make /var/lib/iscsi 2
> iscsistart: exiting due to idbm configuration error

If I add `mkdir /var/lib` here it boots succesfully
