This template seems to be required for a transition from a version older than 0.44-2 (in which this template is already present). However, the version in Woody is already 0.44-2, so a transition from Sarge to Etch will never need this template to be displayed. Furthermore, this template is already no longer displayed (since 0.48-4.1). Therefore, please do not switch to po-debconf but remove this debconf template from the source package.
