I think git-debpush could check for this.

I think our error messages or documentation could maybe be improved,
since there seesm to have been some confusion.  Looking at the
repository[1]], it seems the affected user:

  * Was trying to use something like dgit-maint-merge(7)
  * Had nevertheless added single-debian-patch to d/source/options
    (which dgit-maint-merge(7) doesn't mention).
  * Tried to use git-debpush --quilt=gbp with what was
    (notionally, see below) a patches-applied git branch.

The user responded to the error about the wrong quilt mode by removing
the single-debian-patch annotation from d/source/options, rather than
by changing the quilt mode.

It's not clear whether they were intending to change the branch format
to patches-unapplied; the package currently has no patches.
