Maybe?  It means that changing the quilt mode (branch format) always
trips this check.  It might mean that a user who is changing the quilt
mode will be confused and think they have done it wrong.  (Users seem
perpetually confused about the branch format / quilt mode situation.)

If we do #1108378 we can hopefully train users out of the habit of
passing --quilt=, so maybe we don't need this.
