python3-toml is one of the old backports we are slowly trying to remove from Debian. https://wiki.debian.org/Python/Backports It does not seems to be needed anymore to build cedar-backup3. Maybe it was needed years ago due to an old bug in dh-python that has now been fixed for many years. Greetings Alexandre
