Can you take a look at this bug? I see there have been recent changes in how useradd handles the mailspool, and I suspect that it is responsible for what is being seen here. The bug was originally filed against adduser, but adduser does not itself touch the mailspool, so I believe the bug is in useradd (adduser does call useradd to create the account).
