The hypothetical libclamav-client-perl and libnet-address-ipv4-local-perl
packages would be based on the ClamAV-Client and Net-Address-IPv4-Local
CPAN packages written by me.

The hypothetical libnet-rblclient-perl package would be based on the
Net-RBLClient CPAN package written by someone else.

All of these have not yet been packaged for Debian, and as I am not a
regular Debian Developer, I cannot do it myself.  Until some DD sponsors
them, Debian packages can easily be built manually at least from the two
CPAN packages written by me (Debian package control files are included).

Even if you would need a sponsor, it seems that you could still create these Debian packages, and make them publicly available. I for one, would be thankful for your effort in doing so. :-)
