That will be a long time in the future.

The old lastlog program is gone, so TTBOMK it's become impossible to
read the file. With my util-linux+shadow maintainer hats on, I'd
think it'd be better to stop creating the file ASAP.

BTW, all of this is also true for btmp and wtmp.

All 3 mentioned files are 0 bytes and are generated by the postinst of base-files. During the generation of a live image (as seen by strace) there are no other read or write access attempts.
