monodoc-manual is now provided by mono-devel, built from src:mono. So keeping the real binary package should not help in fulfilling any dependency. If some automatic removal is prevented, it would be worth investigating. If on the other hand a manual removal is required, maybe I’m supposed to get in touch with a specific Debian team to coordinate that?
