avoiding the '~' at the end of a version makes backports of that version not possible (without changing it manually).

therefore, for the general awareness, please always append '~' to make it nice for all user groups (local backports, backports not on debian.org, etc.), rather than just accounting for one part of the users only (people who will use a backport of a future version after 1.16.0-1~exp1).
