So I think debci-40 is misconfigured in some way that causes PostgreSQL to have trouble. CCing the debian-ci list for help.
debci-40 is a bit of a snowflake, it's the most powerful riscv64 host we have. It has 30 GB ram (double what others have) and it has 64 cores (16 times more than what others have). It also has a different kernel than all the others (unfortunately not the Debian kernel).
If it's really host dependent and this isn't an bug in the test and/or package, we'll have to ignore debusine on riscv64 on the Release Team side until the hosts are unified.
